The Kyoto Protocol is an amendment to the United Nations Framework Convention on Climate Change (UNFCCC). Countries that ratify this protocol commit to reduce their emissions of carbon dioxide and five other greenhouse gases, or engage in emissions trading if they maintain or increase emissions of these gases.

(The IPCC ) was established in 1988 by two United Nations organizations, the World Meteorological Organization (WMO) and the United Nations Environment Programme (UNEP) to assess the "risk of human-induced climate change". TheIPCC reports are peer reviewed and attempt to present a scientific consensus on climate change.
A 2003 Maine law (PL 237) requires the Department of Environmental Protection (DEP) to develop and submit a Climate Action Plan (CAP or Plan) for Maine. The goals of the CAP are to reduce greenhouse gas (GHG) emissions to 1990 levels by 2010. This document outlines a plan for Maine to follow in order to meet these goals.
